<b><font size="4">COAST GUARD RESCUES PERSON AFTER BOAT CAPSIZES</font></b>

<font size="3">LINWOOD, MI&nbsp;- Coast Guard Station Saginaw rescued one person in the water from an overturned boat six miles northeast of Linwood, MI this morning at approximately 6:44 a.m. </font>
</p>

<p align="left">
<font size="3">A 25-foot&nbsp;boat crew&nbsp;recovered&nbsp;one person from the 15-foot open fishing boat. The fishing boat had&nbsp;overturned three miles north east of Linwood, MI and drifted approximately three additional&nbsp;miles.&nbsp; A second person onboard had previously swam to shore and reported the overturned boat. </font>
</p>

<p align="left">
<font size="3">The Coast&nbsp;Guard utilized a 25' and 41' boat and one HH-65C&nbsp;Dolphin Helicopter&nbsp;from Air Station Traverse City during the three and a half hour search to locate&nbsp;the&nbsp;person in distress. </font>
</p>

<b><i><font size="3">COAST GUARD CONDUCTS SEARCH FOR MISSING BOATER</font></i></b> 
</p>
<font face="arial,helvetica,sans-serif" size="3">DETROIT&nbsp;-&nbsp;&nbsp; </font><font face="arial,helvetica,sans-serif" size="3">Coast Guard Sector Detroit received a report of a woman falling overboard from a recreational boat near the center of Lake St Clair late yesterday evening. &nbsp;The U.S. Coast Guard Sector Detroit is coordinating search and rescue efforts along with the Macomb County and St. Clair County Marine Patrols. 
<p>
Approximately 7:45pm last night, Macomb County Emergency Operations Center received a call from a boat operator stating a passenger had fallen overboard. The operator was not able to recover the victim and had trouble communicating the situation, operating the boat and anchoring.&nbsp; A Coast Guard small boat from Station St Clair Shores was on a patrol and found the boaters in distress. &nbsp;Upon boarding, the male operator was found on deck, heavily intoxicated and unconscious.&nbsp; A female passenger was observed in the boat's cabin; she was also intoxicated, unconscious, had a low heart rate and in need of immediate medical attention.&nbsp; The two were transported to Station St Clair Shores.&nbsp; The female passenger was then transported to St John's Hospital for treatment. The operator is in custody of the Macomb County Sheriffs. 
</p>

<p>
A third passenger, an approximately 25 year old female, remains missing.&nbsp; Initial reports indicate she fell overboard while the vessel was underway from 9-mile to Muscamoot Bay.&nbsp; Small boats from Macomb County and St Clair County Marine Divisions, Coast Guard Station St Clair Shores and a helicopter from Air Station Detroit conducted extensive searches.&nbsp; The Coast Guard helicopter and small boat continued their search efforts throughout the night near the St. Clair Crib Light.&nbsp; The Macomb County Sheriff conducted an investigation. 
</p>

&nbsp;&nbsp; <font size="4"><strong>COAST GUARD RESCUES<i> </i>BAYVIEW MACKINAW RACER </strong></font>

<font face="arial,helvetica,sans-serif">DETROIT&nbsp;-&nbsp;Coast Guard Sector Detroit coordinated search and rescue and a medical evacuation of a 35-year-old crewman who fell overboard from the sailing vessel Night Train during the Bayview Mackinaw Race 31 nautical miles east of Harrisville, Mich. in&nbsp;the early hours today. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">At approximately 1:44 a.m., a Coast Guard rescue helicopter arrived on scene, however, the damaged mast/rigging did not permit a safe transfer from the small boat.&nbsp; Within fifteen minutes, the 140-foot Biscayne Bay arrived on scene to assist.&nbsp; The cutter sent an EMT in a small boat to assess the victim's condition.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">After discussions with crew and medical flight surgeon, it was determined that it was in the victim's best interest to get him to a medical facility for further evaluation.&nbsp; The seas had grown to 3-5 feet and winds were 20 knots, as the cutter small boat recovered the victim and brought him to the cutter.&nbsp; Once safely on board, the victim was hoisted to the helicopter.&nbsp; The helicopter then safely transported the victim to Alpena Regional Hospital.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">The Night Train, a 35-foot sailboat with 11 racers, was participating in the Bayview Mackinaw Race.&nbsp; The boat was nearly halfway into the race in the middle of Lake Huron, when the sail boat had trouble with their sailing rigging.&nbsp; A crewmember climbed the sail boat's mast to fix the jammed rigging when, for unknown reasons, he fell approximately 40 feet into the water.&nbsp; It is not clear how or why the man fell.&nbsp; Seas were estimated to be 3-4 feet and winds 15 to 20 knots. Fortunately, the man fell clear of the boat and was wearing a life jacket.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">A crew member from the sail boat called out for help on their VHF-FM radio.&nbsp; Sarnia Coast Guard received the initial distress call.&nbsp; Sarnia Traffic forwarded the call to U.S. Coast Guard Sector Detroit's Command Center which launched rescue efforts and communicated the urgency via VHF-FM radio messages.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">As the sail boat attempted to recover the 35-year-old man, the loose rigging fouled the engine and delayed the recovery.&nbsp; Several nearby sailing vessels (sailing vessel's Liberty, Time Machine, and Canadian Olympia) rushed to the Night Train's aid as the Coast Guard launched a rescue helicopter from Air Station Detroit.&nbsp; The Biscayne Bay, which was escorting the fleet, also diverted to assist.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">The crew of the Night Train was able to successfully recover the man after about 25 minutes. &nbsp;&nbsp;He was entangled in the rigging, had leg and lower back pain, but safe on board. At 1 a.m., the crew successfully started one of their engines and headed to Harrisville, Mich. to repair their boat and get medical attention. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">This is the 84th Bayview Yacht Club Port Huron to Mackinac Race. The race started the afternoon of July 12 from the city of Port Huron.&nbsp; The competing sail boats race the new 214 nautical mile course that rounds the NOAA weather buoy 43 miles northeast of Alpena, Mich. and continuing to the finish at Mackinac Island.&nbsp; </font>
</p>

<p>
<font face="arial,helvetica,sans-serif">The Biscayne Bay is home ported in St. Ignace, Mich. and had the honor of escorting the fleet for this year's race.&nbsp; The Biscayne Bay is one of 10 Coast Guard cutters on the Great Lakes and is categorized as a harbor tug with icebreaking capabilities. </font>
</p>

RED BULL AIR RACES</font></strong>&nbsp;

<font face="arial,helvetica,sans-serif" size="3">DETROIT&nbsp;-&nbsp;The Captain of the Port of Detroit will establish a safety zone for&nbsp;the upcoming Red Bull Air Races over the Detroit River. </font>
</p>

<p>
<font face="arial,helvetica,sans-serif" size="3">The established a safety zone is defined by the following: From the shore of the Detroit River on the U.S. side at 42&deg; 19.4' N latitude, 083&deg; 3.3' W longitude (southwest of the Joe Louis Arena), northeast along the shoreline to 42&deg; 20.0' N latitude, 083&deg; 1.2' W longitude (Chene Park), and extending across the Detroit River to the international boundary. </font>
</p>
<font face="arial,helvetica,sans-serif" size="3">The Windsor Port Authority and the Canadian Coast Guard will enforce an adjacent safety zone on the Canadian side of the river concurrent with the U.S. Coast Guard's safety zone.&nbsp; These zones will be enforced per the following times and conditions: </font><font face="arial,helvetica,sans-serif" /><font face="arial,helvetica,sans-serif">
<p>
<font face="arial,helvetica,sans-serif"><font size="3"><strong>On Thursday May 29th and Friday May 30th (practice days)</strong>, from 11:00 a.m. to 5:00 p.m., no recreational vessels will be allowed to enter the established safety zones.&nbsp; Aircraft practice will be coordinated to allow for commercial vessel transits only. </font></font>
</p>

<p>
<font face="arial,helvetica,sans-serif"><font size="3"><strong>On Saturday, May 31st (qualifying race day)</strong>, from 1:00 p.m. to 4:00 p.m., no vessel movement will be allowed in the established safety zones.&nbsp; </font></font>
</p>

<font face="arial,helvetica,sans-serif"><font size="3"><strong>On Sunday, June 1st (race day)</strong>, from 12:30 p.m. to 4:30 p.m., no vessel movement will be allowed in the established safety zones.&nbsp; </font></font>

<font size="3">BAY CITY, Mich. -&nbsp; Coast Guard Station Saginaw River recovered a deceased 39-year-old ice fisherman one mile off of Pinconning, Mich. today&nbsp;at approximately 8:00 a.m. </font>
</p>

<p>
<font size="3">Station Saginaw River launched their 20-foot ice boat, while Air Station Detroit launched a HH-65 Dolphin helicopter to conduct searches of the bay.&nbsp; Throughout the night, these assets conducted extensive searches.&nbsp; </font>
</p>

<p>
<font size="3">At approximately 7:45 am today, the station's air boat crew found the man in the water about a mile off shore from Pinconning River.&nbsp; </font>
</p>

<p>
<font size="3">The man's body was transferred by helicopter to Bay County Medical Services and was pronounced deceased by local Emergency Medical Services.&nbsp; </font>
</p>

<p>
<font size="3">The Coast Guard received a report of a fisherman Tuesday at approximately 5 p.m. who failed to return from fishing on the ice. &nbsp;The fisherman, who lives near Pinconning, had departed on his four-wheeler early Tuesday morning. &nbsp; </font>
</p>

<p>
<font size="3">Significant winds and warm temperatures over the last 36-hours have eroded the ice and created large cracks and openings.&nbsp; There is not likely to be a build up of ice for the remainder of the season. </font>
</p>

<p>
<font size="3">The Coast Guard urges the public to stay off the ice with the worsening conditions.&nbsp; If and when there is safe ice, the U.S. Coast Guard recommends anyone venturing onto the ice to remember the acronym ICE: </font>
</p>

<p>
<font size="3">&nbsp;I - Intelligence (research the weather, know the area, leave word with family/friends) </font>
</p>

<p>
<font size="3">C - Clothing&nbsp; (wear an exposure suit or clothing that can help protect you if you fall in the water) </font>
</p>

<p>
<font size="3">E - Equipment (cell phones, screwdrivers to help you climb out of the water, or a radio to call for&nbsp;help, etc.) </font>
</p>

<p>
<font size="3">The public can contact the U.S. Coast Guard Sector Detroit Command Center 24 hours a day at 313-568-9560 or on VHF-FM Channel 16 to make reports of persons in distress in the water or ice.</font>

<font size="3">Grosse Pointe Farms, Mich. - &nbsp;Coast Guard Sector Detroit assisted the Grosse Pointe Farms Fire Department with two pleasure crafts on fire, which had one minor injury to one of the owners, at the Pier Park, Grosse Pointe Farms this morning. </font>
</p>

<p align="left">
<font size="3">Station Belle Isle and Station St. Clair Shores assisted with the firefighting efforts, and a Sector Detroit pollution investigation team responded and is on scene.&nbsp; </font>
</p>

<p align="left">
<font size="3">The owner was transferred to St. Joseph Hospital for minor burns. </font>
</p>

<p align="left">
<font size="3">The two boats burned to the water line and sunk in place at slips 61 and 62. A couple of other small boats moored in the vicinity reported some fire damage as well, but the dock and marina were saved. </font>
</p>

<p align="left">
<font size="3">The Coast Guard is working closely with Marine Pollution Company of Rouge River to assist with the clean-up of fuel-oil.&nbsp; </font>
</p>

<p align="left">
<font size="3">Both vessels will be raised and salvaged today. </font>
</p>

<p align="left">
<font size="3">The cause of the fire is under investigation by the Grosse Pointe Farms Public Safety Department. </font>
</p>

<p align="left">

<font size="4"><b>COAST GUARD RESPONDS TO OIL SPILL IN ROUGE RIVER</b>&nbsp; </font>
</p>

<p align="left">
&nbsp;Detroit -&nbsp; Coast Guard Sector Detroit &nbsp;continues a joint clean-up operation in the O'Brian's drainage ditch leading to the Rouge River, after a Norfolk and Southern Railroad bridge tender reported a discharge of 200-300 gallons of waste oil Monday afternoon. 
</p>

<p align="left">
The Coast Guard has contained approximately 300 gallons of oily waste in the drainage ditch. Additionally, the Coast Guard has deployed over 900 feet of pollution boom to contain the spill.&nbsp; &nbsp;&nbsp;Coast Guard pollution investigators located an estimated 20 gallons of waste oil near the railroad bridge.&nbsp; 
</p>

<p align="left">
Air monitoring has been conducted, and there is no threat to the general public or drinking water.&nbsp; The Coast Guard has received no reports of injured wildlife.&nbsp; 
</p>

<p align="left">
The Coast Guard is working closely with the Environmental Protection Agency, Michigan Department of Environmental Quality, Detroit Water and Sewage Department (DWSD) and Marathon Oil, which has a facility nearby assisting with clean-up efforts 
</p>

The cause of the spill is under &nbsp;investigation. 
</p>

Station Toledo received notification at midnight of an 18-foot vessel taking on water near Consumer's Power Plant approximately&nbsp;five miles north of Toledo, Ohio. 
</p>

A 25-foot response boat, as well as, an HH-65 rescue helicopter arrived on-scene, and the&nbsp;response boat's crew&nbsp;recovered the&nbsp;family and brought them back to shore.&nbsp; 
</p>

The mother and two children were wearing life-jackets. 
</p>

<b>Detroit</b><b>, MI</b> - U.S. Coast Guard and the Transportation Security Administration (TSA) will facilitate a port security exercise today in Detroit, MI to evaluate preparedness, prevention and the ability to respond to and recover from a terrorist-related incident.&nbsp;&nbsp;&nbsp; 
</p>

<p>
The Port Security Training Exercises Program (PortSTEP) is focused on building links within the Area Maritime Security (AMS) Committee.&nbsp; The committee assists the Captain of The Port in writing, reviewing and updating an AMS plan in addition to supporting other transportation entities that depend upon the port being secure.&nbsp; &nbsp; 
</p>

<p>
The exercise will involve the entire port community, including both governmental agencies and private industry. The partnership is intended to improve connectivity of various surface transportation modes and enhance current Area Maritime Security Plans.&nbsp; Scenarios range from how officials react to discovering a suspect cargo container to an explosion at a seaport rail yard.&nbsp; Communication and coordination abilities of the government and maritime industry have been tested at each of the 40 seaports scheduled to participate over the last three years.&nbsp; 
</p>

<p>
PortSTEP is designed to benefit maritime and surface transportation security communities throughout the U.S. through training exercises, evaluations and accompanying information technology products.&nbsp;This information will prove invaluable as we work to balance freedom of commerce and protection of our nation's transportation system.&nbsp; 
</p>

<p>
&quot;Protecting this port is a team effort,&quot; said U.S. Coast Guard<b> </b>Captain<b> Patrick Brennan, </b>the<b> </b>Federal Maritime Security Coordinator for the port of Detroit.&nbsp; &quot;This exercise will test how well we are prepared to work together and will help us identify areas for improvement.&quot;&nbsp;

In addition to TSA and the U.S. Coast Guard, Provincial and Federal Canadian Agencies are among participants in the PortSTEP exercise.&nbsp; &nbsp;

<font face="Times New Roman"><font face="Times New Roman"><font size="3">DETROIT - &nbsp;Coast Guard Sector Detroit continues to monitor the ice conditions within the North Channel in the vicinity of Harsens Island.&nbsp; Icebreaking assets are standing by to assist in breaking out the Harsens Island Ferry.&nbsp; Warmer temperatures and rain are predicted for Thursday, 1 March and Friday, 2 March, which should aid in the further deterioration and movement of the ice currently blocking the entrance to the North Channel.&nbsp; Should the ice conditions and weather turn favorable as predicted in the next few days, all means to free the ferry will be carried out by Coast Guard vessels standing by. </font></font></font><font face="Times New Roman"><font face="Times New Roman" /></font><font face="Times New Roman"><font face="Times New Roman" /></font><font face="Times New Roman"><font face="Times New Roman">

<font size="3">Contingencies are available to assist island residents should medical emergencies arise. Residents should contact their local emergency medical services provider in the event of any medical emergency. </font>

<font size="3">&nbsp;</font><font size="3">Currently, temporary transportation services to and from the island are available to residents by contacting Champions Ferry at (810) 748-3757. The Coast Guard is prohibited by law from providing non-emergency ferry services to any location. </font>
